When in the course of human events, it becomes necessary for one people to alter the political bands which have connected them with another, and to assume among the powers of the earth, the separate and equal station to which the Laws of Nature and of Nature’s God entitle them, a decent respect to the opinions of mankind requires that they should declare the causes which impel them.
When a long train of abuses and usurpations, pursuing invariably the same object evinces a design to reduce them under an over-reaching National Government, it is their right, it is their duty, to alter such government, and to provide new guards for their future security. Such has been the patient sufferance of these States; and such is now the necessity which constrains them to alter their current government.
-It has reached far beyond the limited powers specified in the Constitution of the United States, and usurped the powers reserved to the States, and the rights retained by the people
-It has erected a multitude of new offices, and sent officers to harass our people
-It has abrogated the responsibility to oversee and control actions of those created offices
--For issuing unchecked powers to the Federal Reserve
--For issuing unfettered authority to the Environmental Protection Agency
--For granting authority, usurped from the States, to the Department of Interior
-It has subjected us to a jurisdiction foreign to our constitution
--For extending its powers to encompass all intra- and interstate commerce
--For imposing taxes on us without our consent
--For not heeding our State Constitutions, and usurping state powers
--For claiming lands and waters which rightfully belong to the States by their Act of Admission, the Equal Footing Doctrine, and the Property Clause of the Constitution
-It has allowed judicial interpretation of laws outside original intent and common law
-It has allowed executive powers to encroach on legislation through Executive Orders
-It has established new “rights” based on the concept of Social Justice, which require the confiscation of property earned through the labor of one, and awarded to another
We, therefore, the citizens of the State of Wyoming, do solemnly publish and declare that the Officers of the State are bound by oath and compact to defend our rights and the sovereignty of the State of Wyoming against any and all usurpations by the Federal Government, and render void all laws which are outside the scope of the Constitution of the United States. Nullification of unconstitutional mandates must be pursued, even if it impacts federally-funded programs within the state. We realize that sovereignty comes at a price and pledge to bear that cost, so that we may pass to our posterity the liberty, and Federal form of government, envisioned by our founders.
